Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1013.

This bill alters the penalties for conviction of
certain offenses related to the manufacture and distribution
of Phencyclidine.

Senate Bill 695, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose. Senate Bill 695 also reclassifies
Phencyclidine as a Schedule II controlled dangerous
substance, in conformity with the increased penalties.

Since the purpose of House Bill 1013 is accomplished by
the enactment and signing of Senate Bill 695, it is
unnecessary for me to sign House Bill 1013.

AN ACT concerning

Employees' Retirement System — Membership

FOR the purpose of repealing certain obsolete provisions
that relate to the membership of employees of certain
governmental units in the Employees' Retirement System.
