government house, including food preparation and service,
housekeeping, gardening, and buildings and grounds
maintenance activities". I believe that this amendment
would create a situation which is neither wise nor
practical.

The Office of Annapolis Public Buildings and Grounds, a
part of the Department of General Services, is responsible,
by law, for the maintenance and operation of all of the
buildings in the Annapolis complex, including Government
House. The effect of the above—quoted amendment is to
sever the Superintendent's duties for the general
maintenance of Government House from his total duties for
all public buildings in Annapolis. The specific
appropriation of funds for these Government House duties
effectively creates a separate bureaucracy with separate
duties for only one building within the Annapolis complex.
I do not believe that personnel positions for Government
House maintenance, or for the maintenance of any other
public building in Annapolis, should be budgeted separately.
The objectives of House Bill 1007 can be achieved without
this impractical step.

In the preparation of the Executive Department budget
for fiscal year 1980, I intend to implement the
recommendations of the Governor's Salary Commission in this
matter, as contained in its report of January 5, 1978 and as
reflected in House Bill 1007, absent the budgeting of
personnel positions for the general maintenance of
Government House.

For these reasons, I have vetoed House Bill 1007.
