Senate Bill 331, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.
Therefore it is unnecessary for me to sign House Bill
590.

AN ACT concerning
Data Processing and Records Systems — Requirements
FOR the purpose of requiring custodians to promulgate rules
and regulations concerning access to public records;
mandating the annual publication in the Maryland
Register of certain characteristics and policies
concerning State public records; specifying that a
standard format be used for the publication of the
notice; authorizing the development of a State public
record security plan; stating what files shall be
available to certain persons; and generally relating
to data processing and public records systems.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 609.
This bill requires the custodians of State public
records to publish annually in the Maryland Register a
notice of the public records being held and procedures
whereby interested persons may gain access to these records.
The custodian is also required to develop a security plan to
ensure the privacy and security of public records.
