Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, 3 have today vetoed House Bill 528.

This bill authorizes the creation of a Baltimore City
debt of up to $2,000,000 for financial loans for renovations
of certain commercial structures.

Senate Bill 342, which was enacted by the General
Assembly and signed by me on April 11, 1978, accomplishes
the same purpose.

Therefore it is unnecessary for me to sign House Bill
528.
