Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 405.

This bill exempts from the retail sales tax the sale of
food in certain instances.

House Bill 404, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose in a more comprehensive fashion.

Therefore it is unnecessary for me to sign House Bill

405.

AN ACT concerning

The Maryland Racing Commission - The Awarding of
Additional Days of Racing

FOR the purpose of preventing the Racing Commission from
authorizing more than a certain number of days of
racing to be run at any single track or place for
holding races in any certain period after a certain
date; allowing the Commission to award the additional
dates for 1978 up until a certain time after the
passage of this Act; and making this Act an emergency
measure.
