Cosmetology — Transfer Students

FOR the purpose of permitting, after a certain date, persons
admitted as transfer students to a school of beauty
culture or to an apprenticeship program to be enrolled
in that school or apprenticeship program while awaiting

certification of registration, under certain

circumstances.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 385.

This bill allows individuals admitted as transfer
students to a school of beauty culture or to an
apprenticeship program to be enrolled in the school or
program pending certification of registration.

As introduced, the bill was intended to facilitate
transfers, but the question has been raised as to whether or
not the amended bill might place additional burdens on
students who seek to transfer to another school. This is a
matter which may be handled administratively, and I have
instructed the State Board of Cosmetologists to facilitate
these transfers. On that basis, the sponsor of the bill has
agreed to its veto.

For these reasons, I have decided to veto House Bill
385.
