Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 1056.

This bill requires each public agency in Maryland,
under certain conditions, to require the use of American
steel in all public works contracts.

House Bill 1659, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose. In addition. House Bill 1659 limits the "Buy
American Steel" requirement to those public agency contracts
that are "advertised for bid". A similar provision is not
contained in Senate Bill 1056.

Since the purpose of Senate Bill 1056 is accomplished
by the enactment and signing of House Bill 1659, and for the
reason given for preferring the language of the House Bill,
I have decided to veto Senate Bill 1056.

Recordation of Deeds — Certification of Payment of
Municipal Taxes

FOR the purpose of requiring that a certification of the
payment of municipal taxes, assessments, and charges be
attached to a deed under certain circumstances, with
the exception of certain counties a certain county;
