FOR the purpose of providing for a nursing care licensing
program and certain costs for care of certain elderly

persons.

FOR the purpose of requiring plans for payment of care by

certain persons to chronically ill patients certified

as eligible for intermediate (a) care in a nursing

home.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 1049.

This bill requires the Department of Health and Mental
Hygiene to prepare and submit plans to the General Assembly
for the alternative placement of certain patients in a
community environment.
House Bill 723, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
1049.
