VETOES
This bill includes Baltimore County in the provisions
of the law regulating outdoor music festivals.
House Bill 812, which was enacted by the General
Assembly and signed by me on May 16, 1978, adds Anne
Arundel, Baltimore, and Calvert Counties to those counties
subject to the laws regulating outdoor music festivals.
Since the purpose of Senate Bill 700 is accomplished by
the enactment and signing of House Bill 812, it is
unnecessary for me to sign Senate Bill 700.

Senate Bill No. 702 — Public Works — Borrowing Power
AN ACT concerning
Public Works — Borrowing Power
FOR the purpose of changing the amounts of money which the
Treasurer, at the direction of the Board of Public
Works, may borrow at certain times in order to meet
temporary cash deficits in State funds or may borrow in
anticipation of taxes levied for any year; specifying
that the Treasurer would make and sell short-term notes
for these loans ,or in anticipation of settlement of a
bond issue; changing the conditions of these loans;
correcting certain language; and stating the intention
of this Act.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 702.
This bill amends Section 9 of Article 78A of the Code
to increase the maximum amount of money which the State
Treasurer, at the direction of the Board of Public Works,
and pursuant to Article III, Section 34 of the Constitution,
may borrow in anticipation of the collection of taxes. The
