VETOES

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 661.

This bill provides that, in Baltimore County, certain
animal control provisions of State law shall be enforced by
the Baltimore County Bureau of Animal Control.

House Bill 1091, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
661.

Senate Bill No. 680 - Agricultural Land - Change in
Assessment Status

AN ACT concerning

Agricultural
Land — Change in Assessment Status

FOR the purpose of repealing an existing penalty for certain
development of land which has been assessed on the
basis of agricultural use; creating a lien when land is

disqualified from agricultural assessment in certain

cases to arise at certain events that characterize the

land use as nonagricultural; providing instances when a

lien shall apply to only a portion of the land;

apportioning the lien when the land is subdivided;

providing a method for computation of the amount of the
lien; providing for interest on any such lien remaining
unpaid for a certain time; prohibiting certain actions
prior to payment of any such lien due; requiring
certain notices; specifying the disposition of funds
collected pursuant to such liens; providing that no
subdivision may levy a transfer tax in a certain amount
after a certain date, with certain exceptions; limiting
these exceptions, and requiring that the subdivision

make a refund, under certain circumstances; providing

for a certain tax credit; clarifying language; and

generally relating to a lien upon land which becomes
