I have decided to veto Senate Bill 281.

AN ACT concerning
The Board of Public Works — Contracts Subject
to Board Approval
FOR the purpose of providing that the requirement that
contracts for the expenditure of the proceeds of a loan
authorized by the General Assembly shall be subject to
the approval of the Board of Public Works before they
are executed, does not apply if otherwise provided by
law; providing that the Board of Public Works may adopt
regulations, subject to approval by a certain
committee, by which State departments, boards,
commissions, or other agencies may enter into capital
project related contracts and change orders prior to or
without Board of Public Works approval under certain
conditions specified in the Act; and clarifying
language.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 296.
This bill requires the Board of Public Works to adopt
regulations by which State agencies may enter into certain
capital project related contracts.
During the legislative process an amendment was adopted
to the bill which requires that the AELR Committee approve
any such regulations adopted by the Board of Public Works.
