FOR the purpose of including certain persons in the class
classes of individuals whose petitions for emergency
admissions to certain facilities shall be reviewed
within a certain time periods.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 169.

This bill includes certain persons within the class of
individuals whose petitions for emergency admission to
mental health facilities shall be reviewed within certain
time periods.

Senate Bill 905, which was enacted by the General
Assembly and signed by me on May 16, 1978, generally revises
the provisions relating to these emergency admissions and,
in doing so, accomplishes the purpose of Senate Bill 169.

In addition, the provisions of Senate Bill 169 are, to
some extent, inconsistent with portions of the larger
revision bill. The sponsor agrees that both measures should
not be signed and has therefore requested that I veto Senate
Bill 169.

For these reasons, I have decided to veto Senate Bill
169.
