AN ACT concerning

Property Tax Assessment Appeal Boards — Counties
Alternate Members

members for the property tax assessment appeal boards;
in the counties, except Baltimore City; providing for

the method and term of appointment; providing that an

alternate member shall sit on a board as the

Administrator of the appeal boards deems necessary; and

providing that this Act is an emergency measure.

FOR the purpose of authorizing the appointment of an

alternate member for the property tax assessment appeal
boards in each county and Baltimore City; providing for
the method of appointment of the alternate; specifying

the conditions when the alternate member may serve on

the board; providing for the term of office__of the

alternate member and that the alternate may succeed to

a vacancy until the vacancy is__filled; providing for

the rate of compensation of the alternate member;

clarifying language; and relating to membership on the
property tax assessment appeal boards.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 12.

This bill authorizes the appointment of an alternate
member to each property tax assessment appeal board.

House Bill 628, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose in a somewhat different manner.

Since the purpose of Senate Bill 12 is accomplished by
