JOINT RESOLUTIONS
WHEREAS, Cooperation between jurisdictions is essential
to insure that everyone, no matter where they are injured,
may receive the best emergency medical care available; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Acting Governor is requested to negotiate a compact between
the State of Maryland, and the contiguous jurisdictions to
insure that any critically injured person will be evacuated
to the nearest appropriate emergency medical facility; and
be it further
RESOLVED, That the Acting Governor report to the
General Assembly the progress of these negotiations no later
than January 1, 1979; and be it further
RESOLVED, That a copy of this Resolution be sent to the
Honorable Blair Lee III, Acting Governor.

A House Joint Resolution concerning
Somerset County Compensation
for Lost Property Tax Revenue
FOR the purpose of requesting the Governor to appoint a
commission to recommend methods for compensating
Somerset County the counties of Maryland for loss of
property tax revenues caused by State ownership of
land.
The counties of Maryland depend heavily on local
property taxes to finance government services. All property
owned by the State is removed from a county's tax base. ,
While this puts a fiscal strain on all counties, it has
particular impact on Somerset County. and this situation
creates a fiscal strain for the affected counties.
Somerset is a rural county with its roots in the soil.
The State of Maryland has acquired over 20,000 acres of land
in Somerset County thousands of acres of land throughout the
State for recreation facilities, wildlife management, and
parks. This land is preserved and held for the use,
enjoyment, and benefit of all the citizens of Maryland. The
University of Maryland Eastern Shore is another State asset
located in Somerset County. People come from all parts of
