have cost them approximately five four times the cost of the
coal they normally purchase kilowatt hours produced by their
own system; and

WHEREAS, The increased fuel costs of kilowatt hours
through the grid system incurred by the Potomac Edison
Company have already and will be in the future passed on to
Potomac Edison utility customers in Western Maryland
resulting in severe economic hardship to said customers;
now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Acting Governor of the State of Maryland shall ask the
President of the United States to declare Western Maryland,
which is served utilities electric power by the Potomac
Edison Company, a disaster area entitled to federal economic
relief and assistance; and be it further

RESOLVED, That copies of this Resolution be sent to the
Acting Governor of the State of Maryland; the President of
the United States; Senator Charles McC. Mathias, Jr.;
Senator Paul S. Sarbanes; and Congressman Goodloe E. Byron.

A House Joint Resolution concerning

Transportation of Critically Injured Persons
to Emergency Medical Facilities

FOR the purpose of requesting the Acting Governor to
negotiate a compact between the State of Maryland and
the contiguous jurisdictions regarding emergency
transportation to emergency medical treatment
facilities.

WHEREAS, There are a number of emergency medical
treatment centers which are equipped to serve critically
injured persons; and

WHEREAS, All of the emergency medical facilities
provide emergency medical services crucial to saving the
lives of critically injured people, treatment that is most
often measured in minutes; and

WHEREAS, In some cases valuable time could be saved by
flying critically injured people to the nearest emergency
medical facility, even if it were not located in Maryland;
