State government; and

WHEREAS, On July 1, 1972, the Mental Retardation
Administration was created to coordinate these programs and
services; and

WHEREAS, On July 1, 1972, the Mental Retardation
Administration was created to organize and administer the
Administration; and

WHEREAS, On July 1, 1972, the Mental Retardation

Administration was created to ensure the overall proper

administration of public facilities for mentally retarded
persons; and

WHEREAS, On July 1, 1972, the Mental Retardation
Administration was created to provide or encourage by
consultation, cooperation, contract, or direct operation
facilities and services for mentally retarded persons; and

WHEREAS, On July 1, 1972, the Mental Retardation
Administration was created to promote effective planning for
an citizen support of programs for mentally retarded
persons; and

WHEREAS, It is the policy of the State of Maryland to
promote the social well being and general welfare of
mentally retarded persons; and

WHEREAS, It is the policy of the State of Maryland to
encourage the development and ability and potential of each
mentally retarded person in the State; and

WHEREAS, It is the policy of the State of Maryland to
promote and provide for the development, maintenance, and
coordination of all programs for mentally retarded persons;
and

WHEREAS, The Mental Retardation Administration has been
in existence approximately five and one-half years; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the

Humane Practices Commission, in consultation with the

Department of Budget and Fiscal Planning, determine to what
extent the Mental Retardation Administration has met and is
meeting its duties and responsibilities as specified in
Article 59A, and to what extent the Director of the Mental
Retardation Administration or his delegates have met and are
meeting their duties as stated in Article 59A, and to what
extent the State of Maryland is complying with the Statement
of Policy set out in Article 59A; and be it further

RESOLVED, That copies of this Resolution be forwarded
to the Acting Governor, Honorable Blair Lee III; Neil
Solomon, M.D., Secretary of the Department of Health and
