RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Acting Governor is requested to include in the supplemental
budget to be submitted to the 1978 General Assembly the sum
of $150,000 $82,000 in the budget of the Motor Vehicle
Administration to be paid by the Administration to Richard
S. Froburg Frosburg, Herbert H. Hull, Jr., Herbert Corbin,
James E. Coppo Capps, Claude E. Evans, B. Michael Hennz
Kenny, Gordon E. Truitt, Curtis E. Willis, Nicholas Drabish,
and John J. Murphy for compensation for the period of
December 13, 1972 March 15, 1974 to September 4, 1975 when
these employees of the Motor Vehicle Administration were
paid on an improper salary scale; and be it further
RESOLVED, That the State should have a consistent
policy on the award of back pay in personnel cases; and be
it further
RESOLVED, That a copy of this Resolution be sent to the
Acting Governor and the Secretary of Budget and Fiscal
Planning.

A Senate Joint Resolution concerning
Mental Retardation Administration
FOR the purpose of requesting the Humane Practices
Commission to determine the extent to which the Mental
Retardation Administration has met and is meeting its
charges as specified in Article 59A; and to determine
the extent to which the Director of the Mental
Retardation Administration or his delegates have and
are carrying out his powers and duties as specified in
Article 59A.
WHEREAS, Prior to July 1, 1972, services and programs
provided to and for mentally retarded individuals were
administered and supervised by different agencies within
