RESOLVED, That a copy of this Resolution be sent to
Christ G. Christis, Assistant Secretary of Personnel for the
Retirement Systems.

(Senate Joint Resolution 17)

A Senate Joint Resolution concerning

CETA Funds - Use at State and local Level

FOR the purpose of requesting the preparation of a
comprehensive study on the use of CETA (Comprehensive
Employment Training Act) funds at the State and local
levels.

WHEREAS, $109 million was distributed to Baltimore City
and surrounding counties local jurisdictions through the
CETA program in 1977; and

WHEREAS, The prime aim of these funds is to provide job
training and jobs for chronically unemployed persons and the
unskilled poor; and

WHEREAS, These funds are administered through the
Mayor's Office of Manpower local jurisdictions; and

WHEREAS, The majority of jobs created are in the public
sector; and

WHEREAS, Approximately ten of 3500 jobs in the

Baltimore metropolitan area went to politically well

connected people; and

WHEREAS, There is no regulation which bars CETA workers
from staying on the public payroll after CETA funding ends;
and

WHEREAS, There has never been a comprehensive statewide
study of the use of CETA funds; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Acting Governor is requested to establish a study group for
the purpose of determining how CETA funds are used at the
State and local level; and be it further

RESOLVED, That copies of this Resolution be sent to the

Honorable Blair Lee III, Acting Governor and to Mrs. Marian

Pines, Director of the Mayor's Office of Manpower, 701 St.

Paul Street, Baltimore, Maryland 21202.
