Medicaid Payments to Nursing Homes - Ceiling
FOR the purpose of requesting that the Secretary of Health
and Mental Hygiene authorize a study of the various
formulas by which Maryland, Virginia, and the District
of Columbia determine the limit for Medicaid payments
to nursing homes and make recommendations to the
General Assembly concerning the formula which Maryland
should use.
WHEREAS, There is a shortage of beds in nursing homes
in the greater Washington, D.C. area; and
WHEREAS, Maryland employs a formula which places a
lower ceiling on Medicaid payments to nursing homes than do
Virginia and the District of Columbia; and
WHEREAS, Patients receiving Medicaid from Virginia and
the District of Columbia are utilizing Maryland nursing
homes, sometimes to the exclusion of patients receiving
Medicaid from Maryland; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
General Assembly requests the Secretary of Health and Mental
Hygiene to authorize a study of the various cost related
formulas used to determine the amount to be paid to nursing
homes for the care of Medicaid patients, with particular
emphasis on a comparison of the formulas used by Maryland,
Virginia, and the District of Columbia; and be it further
RESOLVED, That the Secretary of Health and Mental
Hygiene prepare a report for the 1979 Session of the General
Assembly setting forth potential courses of action to be
taken, and the projected fiscal impact on the State for each
course of action, in order to alleviate the problem of
Maryland's Medicaid patients being denied beds since other
jurisdictions pay higher rates for Medicaid patients; and be
it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Neil Solomon, M.D., Ph.D., Secretary of Health and
Mental Hygiene, 201 W. Preston Street, Baltimore, Maryland
2120 1; and to the Honorable John J. Kent, Jr., Assistant
Secretary for Medical Care Programs, Department of Health
and Mental Hygiene, 201 W. Preston Street, Baltimore,
Maryland 21201.
