JOINT RESOLUTIONS

storm equipment.

The use of storm equipment will not only save costs,
but will set an energy saving example for the State and its
citizens to follow as our supply of energy becomes more
scarce and demand for energy does not abate. Additionally,
the use of fluorescent lighting fixtures in State buildings

in place of electric light bulbs is estimated to produce

savings in replacement costs together with reduced energy

requirements, and replacement of regular fixtures with

fluorescent fixtures should be investigated; now, therefore,
be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That a
study should be undertaken to determine the economic
feasibility of installing storm equipment on windows and
doors of State buildings in downtown Annapolis and
considering the conversion of electric light bulb fixtures
to fluorescent fixtures in these buildings; and be it
further

RESOLVED, That a copy of this Resolution be sent to Mr.
John Sikorski, Superintendent, Office of Annapolis Public
Buildings and Grounds.

A House Joint Resolution concerning

Rising Health Care Costs

FOR the purpose of urging     the Governor to appoint a

commission that will seek   out ways of containing rising

physicians' charges which   profoundly affect the State's
health care service.

WHEREAS, For the most part, health care expenditures
are financed in three ways: (1) Federal and State taxes,
(2) Insurance premiums paid by employers or private payers
and, (3) Out of pocket payments from the patient; and

WHEREAS, In each case now the payment to the health
care industry represents a foregone opportunity. Tax
dollars paid to hospitals cannot be used to underwrite new
or expanded governmental projects; and

WHEREAS, Employer health insurance payments for the
employee body cannot now be used for alternative fringe
benefits, higher salaries, or increased industrial
