No. 2 9
(House Joint Resolution 28)
A House Joint Resolution concerning
Medicare Benefits
FOR the purpose of urging the Maryland Congressional
Delegation to sponsor legislation for certain
additional benefits to the Medicare program.
Many elderly persons dependent on social security are
forced to rely on medical assistance from the State for
benefits not covered under the federal Medicare program.
Some of the benefits most needed by the aged are dental
care, prescription drugs, and long term health care which
are not generally covered by Medicare.
Federal regulations require the State to conform to
certain eligibility standards for medical assistance
recipients for the State to qualify for matching federal
funds. Increases of social security benefits to many
persons has meant loss of medical assistance from the State-
It would seem just and fair that if increases in social
security benefits, over which the recipient has no control,
causes a loss in medical assistance from the State, the
federal government should include these benefits under the
Medicare program; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That this
Body urgently requests the Maryland Congressional Delegation
to sponsor appropriate legislation to include additional
benefits under the Medicare program relating to dental care,
prescription drugs, and long term care; and be it further
RESOLVED, That a copy of this Resolution be sent to the
Maryland Congressional Delegation: Senators Charles McC.
Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Robert E.
Bauman, Clarence D. Long, Barbara A. Mikulski, Marjorie S.
