CITY AT THE TIME HE ENTERS THE COUNTY FOR THE PURPOSE OF
SURVEILLANCE OF THE PRESENCE OR ACTIVITIES OF CUSTOMERS OR
PATRONS OF ANY BUSINESS ESTABLISHMENT IN MARYLAND ENGAGED IN
THE LAWFUL SALE OR SUPPLYING OF GOODS, WARES, MERCHANDISE,
Of SERVICES.

(B)    AT THE TIME OF REGISTRATION THE AGENT, EMPLOYEE,
OR REPRESENTATIVE FROM THE OTHER STATE OR THE DISTRICT OF
COLUMBIA SHALL LIST HIS NAME AND ADDRESS, THE NAME OF HIS
EMPLOYEE OR PRINCIPAL, AND THE LOCATION OF THE PROPOSED
SURVEILLANCE. THE RECORD OF REGISTRATION SHALL BE MADE
AVAILABLE ON REQUEST AND DURING NORMAL BUSINESS HOURS TO ANY
CITIZEN OR LAWFUL BUSINESS OR COMMERCIAL ENTERPRISE IN THE
STATE OF MARYLAND.

(C)    ANY PERSON WHO FAILS TO REGISTER AS REQUIRED BY
THIS SECTION, OR WHO HAVING REGISTERED VIOLATES ANY
PROVISION OF THIS SECTION, SHALL LOSE HIS RIGHT TO REGISTER,
OR HIS REGISTRATION, AS THE CASE MAY BE, FOR A PERIOD OF 6
MONTHS FROM THE TIME THE FAILURE OR VIOLATION IS JUDICIALLY
DETERMINED.

(D)    A PERSON WHO VIOLATES THIS SECTION DURING THE
PERIOD FOR WHICH HE HAS LOST HIS REGISTRATION OR HIS RIGHT
TO REGISTER, AS THE CASE MAY BE, IS GUILTY OF A MISDEMEANOR
AND ON CONVICTION SHALL BE FINED NOT MORE THAN $1,000 OR
IMPRISONED NOT MORE THAN 2 YEARS, OR BE GIVEN BOTH THESE
PENALTIES IN THE DISCRETION OF THE COURT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Assessment Notices — Failure to Send Notice

FOR the purpose of providing that failure to send a notice
of assessment within a certain time in certain classes
of cases creates a presumption that the assessment has
not changed unless certain conditions have occurred.
