ENVIRONMENTAL PROTECTION.
ANY PERSON, PARTNERSHIP, ORGANIZATION, OR CORPORATION
THAT VIOLATES ANY OF THE PROVISIONS OF THIS SECTION OR THE
REGULATIONS ADOPTED BY THE DEPARTMENT OF ENVIRONMENTAL
PROTECTION OF MONTGOMERY COUNTY PURSUANT TO THE AUTHORITY
GRANTED IT UNDER THIS SECTION UPON CONVICTION IS GUILTY OF A
MISDEMEANOR AND SHALL BE FINED NOT MORE THAN $1,000 OR
IMPRISONED NOT MORE THAN ONE YEAR OR BOTH.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
Surveillance - Regulation
FOR the purpose of regulating surveillance activities of law
enforcement agents of sister states in Maryland;
creating a penalty in the form of losing registration
or registration rights for violating laws relating to
surveillance regulation; and providing the alternative
of both a penitentiary sentence and fine.

Preamble
The peculiar and elongated configuration of the State
of Maryland increases problems of law enforcement and public
order in 19 of the 23 counties, because these counties
directly bind upon one and in many instances two of the
adjoining states or the District of Columbia. Only four of
Maryland's counties (and Baltimore City) have boundaries
solely with other counties and not with outside
jurisdictions.
One vexing and frequently troublesome and potentially
dangerous result of this geographical quirk stems from the
over-zealous efforts of some neighboring jurisdictions to
