(3) WHERE UNIFORM ACCOUNTING RECORDS ARE
REQUIRED UNDER EITHER (C)(1), OR (2) ABOVE, AND THESE
INDIVIDUALS OR ORGANIZATIONS DO NOT COMPLY WITH THESE
REQUIREMENTS, THE STATE AGENCY MAY NOT CONTRACT WITH THESE
INDIVIDUALS OR ORGANIZATIONS. THE CHIEF ACCOUNTANT OF EACH
STATE AGENCY (OR OF EACH DEPARTMENT IN WHICH THAT AGENCY IS
LOCATED) SHALL, UNDER SECTION (C) (1) ABOVE, UNDERTAKE AN
EXAMINATION OF THE ACCOUNTS AND RECORDS OF INDIVIDUALS OR
ORGANIZATIONS CONTRACTING WITH THE STATE AGENCY TO PROVIDE
HEALTH OR SOCIAL WELFARE SERVICES FOLLOWING A THIRTY DAY
NOTICE PRIOR TO THE EXAMINATION DATE TO THE FUNDED

ORGANIZATION OR INDIVIDUAL; UNDER SECTION (C)(2) ABOVE, THE

CHIEF ACCOUNTANT SHALL UNDERTAKE THIS EXAMINATION UPON THE
AUTHORIZATION OF THE SECRETARY OF THE DEPARTMENT IN WHICH
THAT AGENCY IS LOCATED.

(D) STATE AGENCIES SHALL COMPLY WITH UNIFORM

ACCOUNTING STANDARDS ESTABLISHED BY THE LEGISLATIVE AUDITOR

AND ENFORCED BY THE COMPTROLLER SO THAT INDIVIDUALS AND

PRIVATE HEALTH AND SOCIAL WELFARE ORGANIZATIONS MAY BE

REQUIRED TO TENDER ONLY ONE, UNIFORM SET OF ACCOUNTING

RECORDS WHEN ACCOUNTING RECORDS ARE DEMANDED BY VARIOUS

STATE AGENCIES NOT REQUIRE INDIVIDUALS OR PRIVATE HEALTH AND
SOCIAL WELFARE ORGANIZATIONS TO MAINTAIN ACCOUNTING RECORDS
IN A MANNER INCONSISTENT WITH UNIFORM ACCOUNTING STANDARDS.

(E) ANY OTHER PROVISION OF THIS ACT NOTWITHSTANDING,
EXCLUDED FROM THIS ACT ARE HOSPITALS WHICH ARE REGULATED BY
THE HEALTH SERVICES COST REVIEW COMMISSION, AS WELL AS
PHYSICIANS, DENTISTS, AND PHARMACISTS, AND OTHER INDIVIDUALS
(OR ASSOCIATED INDIVIDUALS) PROVIDING HEALTH CARE SERVICES,
WHETHER INCORPORATED OR NOT, AS DETERMINED BY THE SECRETARY

OF EACH DEPARTMENT GRANTING FUNDS TO INDIVIDUALS OR

CONTRACTING FOR SERVICES WITH THEM.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978 January 1, 1979.

State Boat Act - Waterways Improvement Fund

FOR the purpose of providing interest-free loans from the
Waterway Improvement Fund to governing bodies for
waterway improvement projects and administration of the
interest-free loans by the Department of Natural
Resources, under certain circumstances; and clarifying
language.
