THIS ACT MAY NOT BE CONSTRUED TO RESTRICT OR ALTER THE

AUTHORITY OF ANY AGENCIES OR INSTITUTIONS THAT DEAL WITH

FOSTER CARE, ADOPTIONS, AND RELATED MATTERS.

SECTION 2. AND BE IT FURTHER ENACTED, That the

Governor may for good cause, including a determination by

the Secretary of the Department of Health, Education and

Welfare, that the provisions of this Act are contrary to

federal law or jeopardize the State's ability to receive

federal funds pursuant to Title IV-A or Title XX of the

Social Security Act, by Executive Order require any board or
agency established herein to cease operation.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Forms Management

FOR the purpose of requiring each principal department and
independent agency to have a forms management plan
which meets certain criteria; providing for the
appointment of a forms management officer in each
department and independent agency to devise and
administer the plan; requiring each department and
independent agency to use only forms approved under its
forms management plan; requiring each department and
independent agency to file its plan with the Records
Management Office Division of the Hall of Records;
providing for the approval and monitoring of each plan
by the Records Management Office Division; providing
for the submission of certain reports; and generally
relating to the formulation and implementation of forms
management plans in each department and independent
agency.
