diminish the powers and duties of the Department of State
Planning under Articles 41 and 88C of the Code.

SECTION 7. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1978.

AN ACT concerning

Creation of a State Debt - Renovation of
Lyric Theater

FOR the purpose of amending a certain section of Chapter 351
of the Acts of the Regular Session of the General
Assembly of 1974, as amended by Chapter 602 of the Acts
of the Regular Session of the General Assembly of 1976,
to provide that the payment of any funds under the
provisions of the former Act, as amended, shall become
available contingent upon the provision of the Lyric
Foundation, Inc., or its successor in interest of a
certain matching fund funds; altering the amount of the
original State loan; providing for Baltimore City to
provide certain funds; extending for a certain period
the time by which that organization must present
evidence of the raising of the matching funds;
providing that guaranteed loans shall be considered as
part of the equal and matching funds required;
authorizing the Board of Public Works to determine
whether or not a loan is guaranteed; and clarifying
language.

BY repealing and reenacting, with amendments,

Section 7 of Chapter 351 of the Acts of the General
Assembly of 1974, as amended by Chapter 602 of
the Acts of the Regular Session of the General
Assembly of 1976
