(2) MAJOR MEDICAL COVERAGE IN AN OUTPATIENT
TREATMENT PROGRAM THAT THE DEPARTMENT OF HEALTH AND MENTAL
HYGIENE HAS CERTIFIED OR LICENSED FOR THAT PURPOSE FOR AT
LEAST 80 PERCENT OF THE COST OF CARE BUT NOT REQUIRED TO
EXCEED $1,000 IN ANY 12-MONTH PERIOD.

(C) FOR PURPOSES OF SUBSECTION (B) OF THIS SECTION, A
PROPOSED CHANGE IN BENEFITS UNDER AN EXISTING POLICY IS A
PROPOSAL TO ISSUE A POLICY.

(D) FOR THE PURPOSES OF THIS SECTION "DRUG ABUSE"

MEANS AN UNCONTROLLABLE AND EXCESSIVE USE OF A DRUG OR DRUG

DERIVATIVE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

Howard County - School Board Salaries

FOR the purpose of altering the compensation of the chairman
and members of the Howard County Board of Education;
and prohibiting the salary increasing from affecting the

incumbent. and determining the time salary increases

will take effect for the incumbent.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

Assembly of 1978) be repealed, amended, or enacted to read
as follows:
