Ch. 851

(2) REGISTERED ELECTROLOGISTS SHALL BE

APPOINTED FROM LISTS SUBMITTED BY THE MARYLAND ASSOCIATION

OF PROFESSIONAL ELECTROLOGISTS AND THE MARYLAND

ELECTROLOGISTS ASSOCIATION, A REASONABLE TIME BEFORE A

VACANCY ON THE BOARD IS TO OCCUR BY BY THE EXPIRATION OF A TERM

OR BY THE CREATION OF LAW OF AN ADDITIONAL MEMBERSHIP ON THE

BOARD, OR AS PROMPTLY AS POSSIBLE AFTER A VACANCY HAS

OCCURRED FOR OTHER CAUSES. A LIST OF 2 QUALIFIED

CANDIDATES FOR EACH VACANCY SHALL BE SUBMITTED BY THE

DESIGNATED AGENCY TO THE GOVERNOR AND THE SECRETARY OF

HEALTH AND MENTAL HYGIENE.

(2) THE BOARD SHALL BE WITHIN THE DEPARTMENT__OF

HEALTH AND MENTAL HYGIENE.

(3)    THE TERMS OF OFFICE FOR MEMBERS OF THE
BOARD SHALL BE 3 YEARS. EACH BOARD MEMBER SHALL SERVE UNTIL
HIS SUCCESSOR IS APPOINTED. NO MEMBER MAY BE APPOINTED FOR
MORE THAN 3 CONSECUTIVE 3-YEAR TERMS. VACANCY IN A BOARD
MEMBERSHIP SHALL BE FILLED IN THE SAME MANNER AS FOR A FULL
TERM.

(4)    AFTER NOTICE AND AN OPPORTUNITY FOR HEARING
AND WITH THE ADVICE OF THE SECRETARY OF HEALTH AND MENTAL
HYGIENE, THE GOVERNOR MAY REMOVE ANY MEMBER FROM THE BOARD
FOR NEGLECT OF ANY DUTY REQUIRED BY LAW OR FOR INCOMPETENCY
OR UNPROFESSIONAL OR DISHONORABLE CONDUCT.

(C)    EACH MEMBER OF THE BOARD SHALL:

(1)    BE A CITIZEN OF THE UNITED STATE AND A
RESIDENT OF MARYLAND;

(2)    TAKE AND FILE WITH THE PROPER STATE
AUTHORITY THE OATH PRESCRIBED BY ARTICLE 1, §6 OF THE
MARYLAND CONSTITUTION BEFORE BEGINNING THE MEMBER'S TERM OF
OFFICE;

(3)    BE LICENSES UNDER THIS SUBTITLE;

(4)    BE CERTIFIED IN THEORY OF ELECTROLYSIS BY

THE UNIVERSITY OF MARYLAND (OFFICE OF CONFERENCES AND

INSTITUTES) OR LIKE AN INSTITUTION OF HIGHER LEARNING AND A
GRADUATE OF A BOARD APPROVED SCHOOL OF PRACTICAL
ELECTROLOGY; AND

(5)    HAVE BEEN ACTIVELY ENGAGED IN THE PRACTICE
OF ELECTROLOGY FOR AT LEAST 5 YEARS IMMEDIATELY PRECEDING
APPOINTMENT OR REAPPOINTMENT.

(D)    (1) THE BOARD SHALL:

(I)    ADOPT AND REVISE STANDARDS OF
ELECTROLOGY PRACTICE PERFORMED BY REGISTERED ELECTROLOGISTS;

(II)   PRESCRIBE STANDARDS FOR EDUCATIONAL
