handicapped children, including:

(1)    [those]THOSE who are severely handicapped,
whose parents or guardians are domiciled in the county; AND

(2)    UPON THE REFERRAL OF THE STATE

SUPERINTENDENT, THOSE SCHOOL AGE CHILDREN IN DAY CARE

CENTERS UNDER JURISDICTION OF THE MENTAL RETARDATION
ADMINISTRATION, WHOSE PARENTS ARE DOMICILED IN THE COUNTY.
NOTWITHSTANDING THE FORGOING FOR FISCAL YEAR 1978-1979
ONLY, IKE STATE SUPERINTENDENT OF SCHOOLS MAY ALLOW A CHILD
TO REMAIN IN A DAY CARE CENTER UNDER THE JURISDICTION OF

THE MENTAL RETARDATION ADMINISTRATION UPON APPLICATION FOR

GOOD CAUSE BY THE COUNTY OR BALTIMORE CITY SUPERINTENDENT.

THE APPLICATION FOR SUCH CAUSE MAY INCLUDE, BUT IS NOT

LIMITED TO, THE LACK OF AVAILABLE BUDGET FUNDS OR THE LACK
OF APPROPRIATE ALTERNATE SCHOOL PLACEMENT.

8-411.

(c) Each county board:

(1)    Is responsible for the identification of
handicapped children who need special educational services
[;and], INCLUDING ANY SCHOOL AGE CHILDREN IN DAY CARE
CENTERS UNDER JURISDICTION OF THE MENTAL RETARDATION
ADMINISTRATION; AND

(2)    Shall provide or arrange for appropriate
educational facilities and services for these handicapped
children.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 197 8.

Electrologists Examiners; providing for the composition
of the Board; delineating the powers and duties of the

for electrologists; providing for education and
examination programs; providing that the Board shall be

subject to a certain provision under certain

circumstances; and providing generally for matters
