to such persons is conditioned upon possession of a
provisional driver's license for six months and a
similar period of driving without a chargeable accident
or conviction for a traffic violation conviction of
certain traffic violations; providing a certain
procedure for the handling of certain traffic
violations by the juvenile courts; generally relating
to the licensing of drivers under 18 years of age; and
requiring that automobile insurance premiums reflect
the reduction in claims, if any, which is attributable
to the provisional license requirement.
