SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 78 - Public Service Commission Law

82B.

Any person may apply to intervene in any proceeding
before the Commission if the application therefor is timely
filed. Leave to intervene shall be granted unless the
Commission concludes that the interest of the person seeking
to intervene is adequately represented by parties to the
proceeding or that the issues sought to be raised are
irrelevant or immaterial. Interveners shall have all the
rights of a party to the proceeding. THE COMMISSION MAY NOT
REQUIRE THAT AN INTERVENOR IN PROPER PERSON BE REPRESENTED
BY AN ATTORNEY IN ANY PROCEEDING BEFORE THE COMMISSION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
