property within [said] section 67-4, and for these purposes
[said] Martin's Additions [1, 2, 3 and 4 to the Village of
Chevy Chase] shall be and hereby is constituted a
corporation, and the [said citizens' committee] COUNCIL is
empowered to act for [said] THE corporation.

67-8.

The treasurer of [said] Martin's Additions [1, 2, 3 and
4 to the Village of Chevy Chase] shall deposit all funds
coming into his hands as such, in accordance with the
requirements of law, for the deposit of county funds by the
county treasurer or in such other bank OR SAVINGS AND LOAN
ASSOCIATIONS approved by the [citizens' committee] COUNCIL
of [said] Martin's Additions [1, 2, 3 and 4 to the Village
of Chevy Chase]; provided, that the treasurer of [said]
Martin's Additions [1, 2, 3 and 4 to the Village of Chevy
Chase] shall not dispose of any of the funds coming into his
hands as [such] treasurer, except upon check duly signed by
him as [such] treasurer, and countersigned by the [chairman
or some member of the said citizens' committee acting as
chairman pro [tem.] TEM in his absence; such acting
chairman shall be duly authorized to act by resolution of
said citizens' committee, which must first be placed upon
the minutes of the said citizens' committee to be provided
therefor] PRESIDENT OR SECRETARY OF THE COUNCIL.

67-9.

[The money in the hands of the Chevy Chase Improvement
Association or of the treasurer of said association and all
money due said association or its treasurer and all property
of whatsoever character in the possession or control of said
Chevy Chase Improvement Association shall be turned over to
the said citizens' committee named in this subheading which
shall succeed to all the duties, rights and privileges of
the board of directors of said Chevy Chase Improvement
Association not inconsistent with the provisions of this
chapter.]

SECTION 2. AND BE IT FURTHER ENACTED, That if any
provision of this Act or the application thereof to any
person or circumstance is held invalid for any reason, the
invalidity shall not affect the other provisions or any
other application of this Act which can be given effect
without the invalid provisions or application, and to this
end all the provisions of this Act are declared to be
severable.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
