being given or loaned to or in aid of any individual,
association or corporation, EXCEPT AS PROVIDED IN THE
CONSTITUTION.

SECTION 2. AND BE IT FURTHER That this Act is
contingent upon the passage of H.B. ___ or S.B. ___

(81r3957 or 81r3958) of 1978 a Constitutional Amendment to

Article III of the Constitution of the State of Maryland,

and if neither of these bills becomes effective, this Act

shall be null and void without the necessity of further
action by the General Assembly.

SECTION 2. AND BE IT FURTHER ENACTED, That Section

5(R) of Article 25A of the Annotated Code, as restated in
Section 1 of this Act, constitutes a grant of legislative
authority and does not limit, in and of itself, the
authority vested in chartered counties under Section 5(P) of
Article 25A relating to bonds and evidences of indebtedness.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act

shall take effect January 1, 1979.

AN ACT concerning

Cecil County - Board of Electrical Examiners

FOR the purpose of altering the composition of the Board of
Electrical Examiners for Cecil County, the number of
members, the selection process, and the process for
filling vacancies; authorizing the County Commissioners
to fix the compensation of the board members; granting
subpoena power to the board; creating a license for a
master electrician limited, defining the term and
specifying the authorized activities; redefining the
authorized activities of a master electrician; altering
the initial and renewal fees and conditions for
licensing applicable to master electricians and master
electricians limited; specifying reasons for revocation
of licenses; requiring master electricians and master
electricians limited to carry liability insurance;
generally relating to the board and licensed
electricians; and generally relating to the Cecil
County Board of Electrical Examiners.

BY repealing and reenacting, with amendments,
