SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Chartered Counties of Maryland — Express Powers

FOR the purpose of permitting certain counties to pass
enabling legislation to issue certain general

obligation bonds as permitted in the Constitution; and

providing that this Act is contingent upon the

ratification of a Constitutional Amendment to Article
III of the Constitution of the State of Maryland.

FOR the purpose of restating the law permitting chartered
counties to pass enabling legislation to issue certain
general obligation bonds; and providing that such law
constitutes a grant of legislative authority and does

not limit the authority vested in chartered counties

under the subsection of the express powers act for such

counties relating to bonds or evidences of

indebtedness.

BY repealing and reenacting, with amendments
without amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, restated, or enacted to read as
follows:

The following enumerated express powers are granted to
and conferred upon any county or counties which hereafter
form a charter under the provisions of Article 11A of the
Constitution, that is to say:
