SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 43 - Health

387C.

(d) 1. Within [six months] 60 90 DAYS after the
submission of a county plan, amendment, or revision thereof,
the Department shall approve or disapprove that county plan,
amendment, or revision thereof. Any county plan, amendment,
or revision thereof which has been submitted in accordance
with this section and which has not been disapproved by the
Department within the time required by this subsection shall
be deemed to be approved. THE DEPARTMENT, FOR GOOD CAUSE OR
BECAUSE OF EXTENUATING CIRCUMSTANCES, MAY EXTEND THE REVIEW
PERIOD FOR AN ADDITIONAL 90 DAYS AFTER NOTICE TO THE COUNTY

HAS BEEN GIVEN. HOWEVER, A COUNTY MAY PROCEED AT ITS OWN

RISK TO IMPLEMENT A PLAN, AMENDMENT, OR REVISION THEREOF,
IMMEDIATELY UPON APPROVAL BY THAT COUNTY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
