proportion that the period of this service bears to 16
years. In no event [shall] WAY the pension payable to a
former judge for reason of disability be less than one-third
of his or her salary if the judge has at least three years
of creditable service for pension purposes. However, a
judge who retires due to disability during the period July
1, 1975, through July 1, 1976, [shall be] IS entitled to a
pension equivalent to not less than one—third of the annual
salary for judges of that court as of the date of submission
of the application for retirement, and a judge who dies
after submission of the application but prior to approval by
the board [shall be] IS deemed retired on disability. THE
SPOUSE OF ANY JUDGE WHO DIES IN ACTIVE SERVICE AFTER JULY 1,
1977 IS ENTITLED TO A PENSION EQUIVALENT TO NOT LESS THAN
ONE-SIXTH OF THE ANNUAL SALARY FOR JUDGES OF THAT COURT AS
OF THE DATE OF DEATH.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

(b) (4) [The Department shall issue a certificate
of competency and safety to any person under eighteen years
of age whose parent, grandparent or guardian has certified
that the applicant has been instructed in conservation,
