BALTIMORE CITY WITH A MONTHLY LIST OF ALL CURRENTLY LICENSED
HOME IMPROVEMENT CONTRACTORS AND OTHER INFORMATION RELEVANT
TO THE REGULATION OF THE HOME IMPROVEMENT LAW.
251B.
EXCEPT FOR A PERMIT FOR ANY HOME IMPROVEMENT WORK TO BE
PERFORMED BY THE OWNER OF PROPERTY, THE BUILDING AND PERMITS
DEPARTMENT OF EACH COUNTY AND BALTIMORE CITY MAY NOT ISSUE A
PERMIT FOR ANY HOME IMPROVEMENT WORK NOT LISTING EACH
CONTRACTORS HOME IMPROVEMENT LICENSE NUMBER.
252.
(a) The [Commission, subject to the approval of the]
Secretary of Licensing and Regulation, shall [employ]
APPOINT an executive director who shall be a full—time
employee of the State. He [shall hold office during good
behavior and shall be subject to removal] MAY BE REMOVED by
the Secretary for incompetence or neglect of duty; but
before the executive director may be removed from office he
shall be given a copy of the charges against him and an
opportunity of being publicly heard in person or by counsel
in his own defense upon not less than ten days' notice.
The executive director shall:
(1) Take charge of the office of the Commission
and is in complete charge of the day to day operation of
such office and shall be responsible to the Secretary of
Licensing and Regulation [and the Commission];
(2) Have custody of the official records and the
seal; and
(3) Collect, account for, and pay over all fees
required by this subtitle in such manner as may be
determined by rule or regulation of the Comptroller of the
State of Maryland. The executive director shall, upon
entering the performance of his duties, be covered by a
surety bond in accordance with the provisions of §§ 46
through 50 of Article 78A of the Annotated Code of Maryland.
(d) The executive director may, subject to the
approval of the Secretary of Licensing and Regulation,
employ and discharge at any time inspectors or auditors.
He [also may] SHALL employ investigators whose positions
shall be within the merit system established by Article 64A
of this Code. THE INVESTIGATORS SHALL INVESTIGATE ONLY HOME
IMPROVEMENT COMPLAINTS. The Attorney General of Maryland
may appoint a qualified attorney-at-law who shall serve at
the pleasure of the Attorney General to represent the
Commission.
