(E) THE BUDGETARY AND FINANCIAL PROCEDURES OF AN 273. ARTICLE 11E OF THE CONSTITUTION DOES NOT APPLY TO AN AUTHORITY AND THE TERM "MUNICIPAL CORPORATION" IN THAT ARTICLE DOES NOT EMBRACE OR INCLUDE AN AUTHORITY. AN AUTHORITY SHALL NOT BE DEEMED A MUNICIPAL CORPORATION AS DEFINED IN ARTICLE 11E OF THE CONSTITUTION OF 274. FOR THE PURPOSE OF CARRYING OUT ITS FUNCTION OF (1) ACQUIRE PROPERTY LOCATED IN THE COUNTY BY (2) DEVELOP THE PROPERTY ACQUIRED BY IT FOR (3) RECEIVE AND EXPEND CONTRIBUTIONS, GRANTS, 275. (A) AN AUTHORITY MAY MAKE RULES AND REGULATIONS FOR (B) ANY VIOLATION OF THE RULES AND REGULATIONS 276. (A) AN AUTHORITY MAY ISSUE REVENUE BONDS AS IT DEEMS
