272.

(A) AN AUTHORITY MAY:

(1)    EXERCISE ALL THE POWERS GRANTED TO IT IN
THIS SUBTITLE;

(2)    USE A COMMON SEAL;

(3)    SUE AND BE SUED; AND

(4)    DO ANY AND ALL OTHER CORPORATE ACTS


NECESSARY FOR CARRYING OUT THE PROVISIONS OF THIS SUBTITLE.

(E) THE BUDGETARY AND FINANCIAL PROCEDURES OF AN
AUTHORITY SHALL BE SET BY LOCAL LAW.

273.

ARTICLE 11E OF THE CONSTITUTION DOES NOT APPLY TO AN

AUTHORITY AND THE TERM "MUNICIPAL CORPORATION" IN THAT

ARTICLE DOES NOT EMBRACE OR INCLUDE AN AUTHORITY.

AN AUTHORITY SHALL NOT BE DEEMED A MUNICIPAL

CORPORATION AS DEFINED IN ARTICLE 11E OF THE CONSTITUTION OF
MARYLAND.

274.

FOR THE PURPOSE OF CARRYING OUT ITS FUNCTION OF
DEVELOPING VEHICLE PARKING FACILITIES IN A COUNTY, AN
AUTHORITY MAY:

(1)    ACQUIRE PROPERTY LOCATED IN THE COUNTY BY
MEANS OF LEASE, DONATION, AND PURCHASE, IN THE MANNER
PROVIDED BY LOCAL LAW;

(2)    DEVELOP THE PROPERTY ACQUIRED BY IT FOR
VEHICLE PARKING PURPOSES; AND

(3)    RECEIVE AND EXPEND CONTRIBUTIONS, GRANTS,
AND DONATIONS, PROVIDED THAT THE EXPENDITURE IS FIRST
APPROVED IN THE BUDGET OF THE AUTHORITY.

275.

(A)     AN AUTHORITY MAY MAKE RULES AND REGULATIONS FOR
THE OPERATION AND USE OF PROPERTY AND FACILITIES UNDER ITS
JURISDICTION IN THE MANNER PROVIDED BY LOCAL LAW.

(B)    ANY VIOLATION OF THE RULES AND REGULATIONS
ADOPTED BY AN AUTHORITY IS A MISDEMEANOR AND   IS PUNISHABLE
BY A FINE NOT TO EXCEED $1,000 OR IMPRISONMENT   FOR NOT MORE
THAN 180 DAYS, OR BOTH.

276.

(A) AN AUTHORITY MAY ISSUE REVENUE BONDS AS IT DEEMS
