schools and other public facilities in the area, including
flood plain facilities, under rules and regulations provided
by ordinance of the local legislative body.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

Mass Transit — Legislative Policy

FOR the purpose of establishing legislative policy regarding
the special transportation needs of elderly and
handicapped persons.

BY repealing and reenacting, with amendments,

Section 7-102

Annotated Code of Maryland

(1977 Volume and 1977 Supplement)

SECTION 1. BE IT ENACTED BY. THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article — Transportation

7-102.

(a)    The development of improved and expanded transit
facilities, consisting of rapid transit and bus service
operating as a unified and coordinated regional transit
system, is essential for the satisfactory movement of people
and goods, the alleviation or present and future traffic
congestion, the economic welfare and vitality, and the
development of the metropolitan area of Baltimore,
consisting of Baltimore City, Baltimore County, and Anne
Arundel County.

(b)    It is the policy of this title to create a
regional transit system in the District that will provide
compatibility with other contiguous or neighboring systems.
