SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 41 - Governor — Executive and Administrative
Departments

221C.

(b) The Secretary of Licensing and Regulation shall
be responsible for promulgating rules and regulations for
his office, He shall review and shall have the power to
approve, disapprove or revise the rules and regulations
pertaining to the administration or the administrative and
operational procedures, including budget-making, purchasing

[and], employment, AND LICENSING FORMS OF APPLICATIONS, AND

OTHER DOCUMENTS, of all of the divisions, boards,

commissions, offices, and other agencies within the
jurisdiction of the Department of Licensing and Regulation
and no such rule or regulation shall be effective until
approved by the Secretary. Nothing herein shall be
construed to authorize or require the Secretary of Licensing
and Regulation to review, approve, disapprove or revise any
rule or regulation or any of the divisions, boards,
commissions, offices, and other agencies within the
jurisdiction of the Department ox Licensing and Regulation
when such rule or regulation pertains to the regulatory,
supervisory, quasi—judicial, disciplinary or enforcement
duty or function of such division, board, commission,
office, or other agency.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
