SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

9-120.

NOTWITHSTANDING THE PROVISIONS OF ARTICLE 59 OS THE
PROVISIONS OF ANY OTHER LAW, WHEN A PSYCHOLOGIST CERTIFIED
UNDER THE "PSYCHOLOGISTS' CERTIFICATION ACT" IS AND

QUALIFIED AS AN EXPERT WITNESS, TESTIMONY BY THAT

PSYCHOLOGIST IS ADMISSIBLE IN EVIDENCE MAY TESTIFY ON

ULTIMATE ISSUES, INCLUDING INSANITY, COMPETENCY TO STAND
TRIAL, AND MATTERS WITHIN THE SCOPE OF THAT PSYCHOLOGIST'S

SPECIAL KNOWLEDGE, AND OTHER RELATED CIVIL AND CRIMINAL

MATTERS IN ANY CASE IN ANY COURT OR IN ANY ADMINISTRATIVE
HEARING.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Vehicle Dealers - Definition for Licensing Purposes

FOR the purpose of including within the definition of
vehicle dealer for business licensing purposes anyone
who sells, in a certain period, a certain number of
vehicles to retail buyers the ownership of which was

acquired for resale purposes; including certain

distributors__within the definition of dealer; and

providing a certain exception.
