CONDITIONS ARE MET:
(I) THE CHARGES, INTERESTS, EXPENSES, AND
OTHER DEDUCTIONS LISTED ABOVE HAVE BEEN AGREED UPON IN
ADVANCE, IN WRITING; AND
(II) THE LENDER PROVIDES A SCHEDULE OF THE
DEDUCTIONS ALONG WITH THE NET PROCEEDS DELIVERED.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
Maryland Office for Children and Youth
FOR the purpose of creating within the Executive Department
an office for children to be headed by the Director for
Children and Youth; providing for the duties of a
director and office; creating an advisory committee to
the Office for Children and Youth and providing for the
duties of the committee; creating local children's
councils and providing for the duties of these
councils; providing for recommendations concerning
children and children's services within the State;
providing for the__automatic termination of the
provisions__of the Act on a certain date; and generally
relating to the development of plans, recommendations
and programs concerning children.

Preamble
Since the basic purpose of the Office for Children and
Youth is to examine programs and services and plans for
children and youth, the accomplishment of this purpose these
purposes precludes operation of any programs and services.
Rather, it is to assist operating agencies , local
governments and organizations in carrying out their
functions efficiently, economically and effectively; and to
assist families and the general public in knowing and
obtaining information about programs and services and plans
for children and youth; now, therefore,
