SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 32 - Dentistry
[(f) (1) Any dentist now licensed by the State of
Maryland, but not practicing dentistry within or outside of
the State for a period of three years, shall be issued an
inactive license, subject to an annual registration fee not
exceeding $5.
(2) Once a dentist has maintained an inactive
license for three years or more, or if his privileges to
practice have been suspended or revoked by any other state
in which he was practicing, and if he reapplies for an
active license within this State, the Board may subject the
candidate, after presentation of his credentials, to a
personal interview, or a challenge examination, before
issuing the candidate an active Maryland license.
(3) Revocation or suspension of a dental
license in another state may be grounds for revocation or
suspension of any type Maryland dental license.]

(A) THE BOARD MAY NOT ISSUE THE ANNUAL CERTIFICATE OF
REGISTRATION, PROVIDED FOR IN SECTION 6 OF THIS ARTICLE, TO
A DENTIST NOW LICENSED BY THE STATE OF MARYLAND, BUT NOT
REGULARLY PRACTICING DENTISTRY FOR A PERIOD OF 3 YEARS
IMMEDIATELY PRECEDING THE DATE OF THE ANNUAL REGISTRATION
THEN REQUIRED, EITHER:
(1) IN THIS STATE; OR
(2) AS A COMMISSIONED DENTIST OF ANY OF
(I) THE ARMED FORCES OF THE UNITED
STATES;
(II) THE UNITED STATES PUBLIC HEALTH
SERVICE HOSPITALS; OR
(III) THE VETERANS ADMINISTRATION.
(B) (1) THE BOARD SHALL ISSUE TO DENTISTS NOW
LICENSED BY THE STATE OF MARYLAND, BUT NOT ENTITLED TO THE
ANNUAL CERTIFICATE OF REGISTRATION UNDER SUBSECTION (A), ON
PROPER APPLICATION, AN INACTIVE LICENSE, RENEWABLE ANNUALLY
BEFORE APRIL 1 OF EACH YEAR, FOR AS MANY YEARS AS THE
DENTIST DESIRES TO RENEW THE INACTIVE LICENSE, SUBJECT TO
PAYMENT OF A REASONABLE LICENSE OR ANNUAL RENEWAL FEE SET BY
THE BOARD.
(2) THE APPLICATION FOR AN INACTIVE LICENSE,
