otherwise specified by this section. Any person may
withdraw as a candidate for nomination by notifying in
writing the Board of Supervisors of Elections of his
intention to withdraw. The withdrawal letter shall be
acknowledged by a notary public and shall be honored by the
Board of Supervisors of Elections only if filed [within
seven days after the deadline for filing, and until 9:00
p.m. on that day] ON OR BEFORE THE DATE AND TIME ESTABLISHED
BY THIS ARTICLE FOR THE WITHDRAWAL OF CANDIDATES GENERALLY.
Upon receipt by the Board of Supervisors of Elections, the
petition of candidacy is void and the name of the candidate
who has withdrawn nay not be placed on the primary ballot.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
Kent County - Alcoholic Beverages
(Class A Beer, Wine, and Liquor Licenses)
FOR the purpose of permitting Class A beer, wine, and liquor
licenses to be sold in Kent County; and clarifying
language and structure with regard to all Class A beer,
wine, and liquor licenses.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 2B - Alcoholic Beverages
18.
(a) A Class A beer, wine and liquor license shall be
issued by the clerk of the circuit court of the county in
which the place of business is located, or by the clerk of
the Court of Common Pleas of Baltimore City, if the place of
business is located in that city, and shall authorize the
holder to keep for sale and to sell all alcoholic beverages
