ADEQUATELY, ALLOWING 15 SQUARE FEET PER PERSON, wherein the
average daily receipts from the sale of foods FOR EACH MONTH
[exceed] EXCEEDS the average daily receipts from the sale of
alcoholic beverages. IN CALCULATING AVERAGE DAILY RECEIPTS
FROM THE SALE OF FOODS, NO ALLOCATION OF FOOD STUFF
CONTAINED IN ANY MIXED DRINK MAY BE INCLUDED IN AVERAGE
DAILY RECEIPTS FROM THE SALE OF FOOD. THE SEATING AND
SQUARE FOOT REQUIREMENTS CONTAINED HEREIN SHALL NOT AFFECT
PRESENT CLASS B BEER, SINE AND LIQUOR LICENSEES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
Sediment and Soil Erosion —
Training of Operating Responsible Personnel
FOR the purpose of requiring that applicants for sediment
and soil erosion control plan approval certify that the
contractors, subcontractors, and operating responsible
personnel involved in the project have attended a
certain course; training program; permitting the
appropriate soil conservation, district to exempt
certain persons from the required certification
requirements;__and authorizing the conduct of certain
training programs. and providing that no State funded
projects shall be awarded to any contractor or
subcontractor whose operating personnel have not
attended a certain course.

Preamble
The Water Resources Administration has developed a
program designed to reduce environmental damage to State
streams resulting from sediment runoff by educating those
engaged in commercial earth moving activities in proper
sediment and erosion control practices. This program has
been accepted throughout the country under federal
sponsorship and has been used successfully in this State on
a volunteer basis for 2 years. In an effort to reach all
