any supplemental, maintenance, or other highway program
maintained by the Department. The procedure shall be
designed to provide consultation with or approval by local
governing bodies and local legislative delegations
consistent with the purposes of this subtitle. The proposed
standards and procedure shall be submitted to the General
Assembly of Maryland by January 1, 1979.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
Garrett County — Pinball Machine Licenses
FOR the purpose of permitting the Clerk of the Circuit Court
to issue a certain license for pinball and similar
machines for a certain fee to certain persons in
Garrett County; and clarifying language.
BY repealing and reenacting, with amendments,
Article 56 — Licenses
Section 20B(a)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 56 — Licenses
20B.
(a) (1) Every person, firm, association or
corporation, keeping, maintaining or operating for public
entertainment or amusement within Garrett County, any claw
machine, pinball machine (console or other), shuffleboard,
mechanical bowling game, or any similar device for public
amusement, whose operation requires the insertion of a coin
or token, and the result of whose operation depends in whole
or in part, upon the skill of the operator, whether or not
it affords an award to a successful operator, shall obtain a
license from the clerk of the Circuit Court of Garrett
County to do so[, and shall pay therefor the sum of thirty
dollars ($30.00) annually] THE ANNUAL LICENSE FEE SHALL BE
