or use any film in this State without having first secured
approval thereof and a license therefor in accordance with
the procedures set forth in subsection (a) above, shall be
guilty of a misdemeanor and upon conviction summarily before
a court, shall be sentenced to pay a fine of not less than
fifty ($50.00) dollars, nor more than one hundred ($100.00)
dollars, or to imprisonment for not more than thirty (30)
days, or to be both fined and imprisoned in the discretion
of the court. [Except, no employee of any individual,
partnership, firm, association, corporation, or other legal
entity operating a theater which shows motion pictures,
shall be subject to prosecution under this section if the
employee is not an officer thereof and has no financial
interest therein other than receiving salary and wages. ]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three—fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

Kent County Sheriff's Office — Special Deputies

FOR the purpose of permitting the Sheriff of Kent County,
when authorized by the County Commissioners, to appoint
part-time deputies for certain purposes; and
prohibiting them from being compensated by Kent County.

BY adding to

Article — Courts and Judicial Proceedings

Section 2-309(p)(4)

Annotated Code of Maryland

(1974 Volume and 1977 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
