(I) (J) THE COMMISSION SHALL REPORT TO THE GENERAL

ASSEMBLY BY JANUARY 15, 1979 AND PROPOSE SUCH LEGISLATION AS
MAY BE DESIRABLE REGARDING PURCHASED GAS ADJUSTMENT CLAUSES,
PURCHASED POWER ADJUSTMENT CLAUSES, AND FUEL RATES OF
ELECTRIC PUBLIC UTILITY COMPANIES THAT PRODUCE OR GENERATE
POWER AND WHOSE GROSS ANNUAL OPERATING REVENUES DO NOT
EXCEED $25,000,000.

(K) (1) THE COMMISSION SHALL CONDUCT, OR CAUSE TO

BE CONDUCTED, ANNUAL AUDITS OF THE FUEL PROCUREMENT AND

PURCHASING PRACTICES OF ALL UTILITIES SUBJECT TO THE

PROVISIONS OF THIS SECTION.

(2) THE DEPARTMENT OF FISCAL SERVICES MAY

CONDUCT AUDITS AND STUDIES OF THE FUEL PROCUREMENT AND

PURCHASING PRACTICES OF ANY UTILITY AND MAY EXAMINE AUDITS

BY THE COMMISSION UNDER THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act

shall take effect July June 1, 1978.

CHAPTER 174

(House Bill 2173)

AN ACT concerning

Creation of a State Debt — Correctional
Complex — Fort Armistead

FOR the purpose of authorizing the creation of a State Debt
in the amount of $26,000,000, the proceeds to be used
for the acquisition of property in Baltimore City at
Fort Armistead Park and construction thereon of a

correctional__complex to provide a 640 bed medium

security unit and a 250 bed minimum security unit,
subject to a certain conditions condition: providing
generally for the issue and sale of bonds evidencing
the loan; for the purpose of this Act, modifying the
provisions of the General Construction Loan of 1977
relating to the acquisition of the property at 3500
East Biddle Street, Baltimore, and the
renovation/construction necessary to convert the site
to a correctional complex in order to provide that,

subject to the appropration for the acquisition of

property at Fort Armistead Park, and any condition or
eonditions attached to said appropriations, the

unexpended and uncommitted balance remaining of the

appropriation for the Biddle Street project shall be

reverted to the State Annuity Bond Fund; providing that
the provisions of this Act are not severable; and
specifically providing that the reversion of the
