(c) The Secretary of Public Safety and Correctional
Services may in his discretion exercise or perform any
power, duty, responsibility or function which any of the
divisions, boards, commissions, offices or other agencies
within the jurisdiction of the Department of Public Safety
and Correctional Services are authorized to exercise or
perform, except for these powers, duties, responsibilities
and functions set forth in Article 26A, §4(d) through (g);
ARTICLE 31B, §§3(e) through (g), 8(b) and (c), 9, 10, and
11; Article 38A, §§7 (a) and 14(a); and Article 41, §§110(a)
and (c), 113(b), 116, and 188A of this Code.

An aggrieved party may secure a review of any final
judgment of the circuit court or Baltimore City Court, as
the case may be, under this subtitle by appeal to the Court
of Special Appeals. The appeal shall be taken in the manner
provided by law for appeals from law courts in other civil
cases. This section does not apply to cases arising under
the Maryland Vehicle Law unless a right to appeal to the
Court of Special Appeals is specifically provided, or to
review or to further review of a final judgment of a circuit
court [of] OR the Baltimore City Court in relation to an
action of the Inmate Grievance Commission.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
