(b) If a driver's license is lost, stolen, mutilated,
or destroyed, the licensee immediately shall apply for and,
after furnishing information satisfactory to the
Administration and payment of the required fee, is entitled
to obtain a duplicate license. IF THE DUPLICATE LICENSE
BEING APPLIED FOR IS OF A TYPE REQUIRING A PHOTO AND THE
LICENSEE IS TEMPORARILY ABSENT FROM THIS STATE, THE
ADMINISTRATION MAY ISSUE A REGULAR LICENSE BEARING THE
NOTATION THAT IT IS VALID WITHOUT A PHOTO UNTIL 15 DAYS
AFTER THE LICENSEE FIRST RETURNS TO THIS STATE.

(e) If a licensee is absent from this State for
cause, other than as provided in subsection (d), and is
unable to renew his license in the manner required by this
section, the licensee may [apply] RENEW by mail to the
Administration [for a temporary license]. The RENEWAL
application shall be accompanied by [an affidavit stating]
THE PRESCRIBED FEE AND A STATEMENT GIVING the reason for and
the expected length of the absence. On receipt of the
application, the Administrator shall issue a (temporary]
REGULAR license [for a period of not more than 1 year.] AND
IF THE RENEWED LICENSE IS ONE THAT REQUIRES A PHOTO IT
SHALL, IN PLACE OF THE PHOTO, BEAR THE NOTATION THAT IT IS
VALID WITHOUT A PHOTO UNTIL 15 DAYS AFTER THE LICENSEE FIRST
RETURNS TO THIS STATE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

CHAPTER 121

(House Bill 377)

AN ACT concerning

The Urban Mass Transportation Act of 1964

FOR the purpose of authorizing any county and the City of
Baltimore to enter into certain agreements with the
State regarding matching funds for certain purposes
pursuant to the Urban Mass Transportation Act of 1964,
as amended, and providing that this Act is an emergency
measure.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That any county and the City of Baltimore may
enter into agreements with the State of Maryland or any of
its agencies to provide matching funds pursuant to the Urban
Mass Transportation Act of 1964, as amended, for the purpose
